Rock County Release Custody Chain
Rock County has no operating long-term county jail. Sheriff Matthew Sorenson’s Rock County Sheriff’s Office runs law enforcement, dispatch, arrest records, and the Law Enforcement Center in Luverne, but the county contracts with Nobles County for jail services. A person arrested in Rock County may be released locally after a citation, bond, or order. If continued detention is required, the person is taken to the Nobles County Jail at the Prairie Justice Center in Worthington. That split determines which office owns each part of the record.
Rock generally keeps the arrest, incident, citation, transport, temporary-hold, and property data it created. Nobles keeps the jail admission, booking photo, placement, movement, and exit data produced after acceptance. Rock County District Court keeps the legal case and order. Rock Nobles Community Corrections handles local supervision navigation. The Minnesota Department of Corrections, often called MN DOC, controls records after a commitment to the commissioner. Federal and immigration agencies control their own custody. No one screen combines those sources.
A Nobles roster disappearance proves only that the person is not shown in its current population at that refresh. It does not distinguish release, transfer, intake delay, or correction.

How Rock County Custody Ends
“Released” is not one event. It may mean a community exit, a move to supervision, or a handoff to another custodian. The record’s exact label matters because a transfer does not mean the person is free. A court order also may take time to reach the jail, and another hold may prevent staff from completing the exit.

Death, escape, hospitalization, and record correction also can remove a name without a normal community release. Read the agency’s maintained release type and destination literally. If only a code appears, request the existing public code legend rather than guessing what the code means.
Rock County Release Record Fields
The public live list is not the full Rock County release record. At research time, the Nobles listing showed a booking photograph, name, booking date, charges, arresting agency, level or type, description, and a page-level last-updated stamp. It did not show a release date, release time, release reason, destination, bond-out time, or released archive. Those missing fields are the reason a direct data request remains important.

A government office must provide existing public data, but it does not have to create a custom explanation or certify a conclusion it never recorded. Ask for the maintained fields. Pair them with the case number, aliases, approximate dates, and arresting agency to reduce a false match.

- Compare the reply with the court order and any receiving-system entry before describing the event as a community release.
Under Minnesota Statutes section 13.03, inspection of public government data is free. Black-and-white letter or legal copies of no more than 100 pages are capped at 25 cents per page. Actual allowable costs can apply in other cases, but an agency cannot charge for separating public from nonpublic data. Ordinary requests receive a prompt response within a reasonable time. There is no universal ten-day deadline for these public requests.

Rock County District Court in Luverne holds the legal trail even when the person is jailed in Worthington. The Minnesota Court Records Online case search, known as MCRO, can show charges, dispositions, a Register of Actions, and eligible documents. Look for bond, release conditions, dismissal, jail credit, a stayed sentence, probation, commitment to the commissioner, warrants, and later changes.
A case file can outlast the current roster and explain why release was authorized. It still does not usually show the exact moment staff completed the physical exit. Some older, confidential, nonelectronic, or non-remotely available records require Court Administration or a courthouse terminal. Name access also can be limited in criminal cases without a conviction. A blank search is therefore inconclusive.

Expunged Rock County Release Records
Minnesota expungement usually seals records rather than destroying every underlying item. Automatic and petition routes depend on the case, outcome, offense, elapsed time, and later conduct. An expunged Rock County case may no longer appear through ordinary MCRO access. That absence does not prove there was no earlier case, booking, or custody event. A result can show identity, current status or placement, sentence and case entries, agent or office information, and dates that depend on status.

A status such as “Under Supervision” can confirm that prison confinement ended while DOC jurisdiction continues. Full discharge can cause the person to disappear from the public Locator, so a no-result is not a permanent history. Read each date with the current status and its exact on-screen label. Do not rename every future date as a guaranteed release day.
Rock Release Supervision Stays Local
Rock and Nobles share Rock Nobles Community Corrections. Its Rock office is inside the Law Enforcement Center in Luverne, so supervision remains locally navigable even when the jail stay occurred in Worthington. That is a distinctive Rock County arrangement. The office can direct a caller to the right public channel for a local probation matter, though staff may withhold private case-management details.
Probation and supervised release are not synonyms. Probation is imposed by the court and may follow a local jail term, jail credit, or a stayed prison sentence. Supervised release follows the confinement part of an executed state-prison sentence and remains under MN DOC authority. MCRO is strongest for the probation order. The DOC Locator is stronger when current state supervision is displayed. A warrant or alleged absconding status does not place an old booking back on the live roster until a new arrest occurs.

A transfer to DOC, BOP, USMS, ICE, another county, or a medical facility is continued custody. Name the receiving agency when known. “No longer on the roster” is the accurate statement when roster absence is the only evidence.
