Rock LEC Release Destinations
The official Rock County Sheriff page says the county contracts with Nobles County for jail services. The Minnesota DOC consolidation study also describes Rock as a county without a jail. Therefore the Law Enforcement Center at 1000 N. Blue Mound Avenue must not be treated as a conventional county jail with a long-term inmate roster or release archive.
After a Rock arrest, a person may receive an immediate citation, post bond, leave under a court order, remain briefly while arrangements are made, or be transported to the Prairie Justice Center in Worthington. Rock Sheriff is the best first contact for a local release before transport. Once Nobles accepts the booking, Nobles owns the jail custody, photograph, exit, and movement fields. The Rock court still owns the legal order.
A federal, immigration, state-prison, or other county hold changes the path. Departure from Luverne can begin continued custody elsewhere. Ask what public record identifies the receiving agency rather than assuming the person went home.
Confirm a Rock LEC Release
Begin with the last known event. If the person was released before Nobles transport, call Rock Sheriff and review the Rock County court case. Ask for the arrest, citation, temporary-hold, bond, transport, or release data that the Sheriff maintains. If the person was sent to Nobles, move to the Nobles County Jail release route.
A practical check uses four steps:
- Call Rock Sheriff at 507-283-5000 and identify the arrest date, full name, and case or warrant number.
- Search the Nobles live inmate listing. A matching entry with Rock County Sheriff as agency links the arrest to contract custody.
- If absent, search Minnesota VINE for the Nobles booking and ask Nobles for the release or movement record.
- Read MCRO for bond, dismissal, jail credit, probation, commitment, warrants, and later court orders.
Do not force every source into one conclusion. A court release order can await processing. A Nobles disappearance can mean transfer. A fresh receiving-system result may lag. Compare timestamps, identifiers, charges, and agencies before treating two records as the same person.

The published service-desk hours are public counter hours, not a release schedule. Custody events can occur outside them, and records staff may not be available for instant copies.

For an existing-data request, give the full name, aliases, date range, arresting agency, booking or court number, and the precise fields sought. Request arrest and incident data, a citation, transport record, temporary-hold data, release date and time if maintained, release authority, and receiving agency. Rock may not possess the Nobles exit time. Nobles may not possess Rock's incident narrative.
Minnesota §13.03 provides free inspection of public data and governs copy costs. Section 13.82 addresses public law-enforcement data and booking photographs, with limits for classified or active-investigative data. No special fixed Rock release-record turnaround was verified.
Rock Release Court Proof
The Rock County District Court case often explains why an immediate release occurred or why transport continued. Rock Release Custody Chain
The most useful local angle is ownership across the custody chain. Rock Sheriff creates arrest and transport data. Nobles creates admission, jail photo, custody, release, and destination data. Rock District Court creates the bond, sentence, dismissal, probation, or commitment order. Rock Nobles Community Corrections handles local supervision navigation. MN DOC creates state confinement and supervised-release records. Federal and ICE agencies create their own records only when their custody applies.
This map prevents a common error. The same event can look different in each system because each office records a different legal or physical act. A Rock arrest record can remain public after Nobles removes a live booking. A court order can predate actual release. A VINE transfer event can precede the receiving system's public update. None alone is a universal release certificate.
The Rock County released inmate search provides the full branching path. For a Law Enforcement Center inquiry, confirm whether transport happened first. That single fact decides whether Rock or Nobles owns the physical release record.
Rock LEC Holding Limits
No official source supplied a routine release door, pickup location, holiday release schedule, property-return procedure, bond schedule, gate money, or transport service for the Law Enforcement Center. Those gaps must remain gaps. Call the Sheriff before traveling and ask where a public pickup can wait, how held property is handled, and whether the person was sent to Worthington.
General counter hours cannot predict release time. A court appearance, hold check, warrant clearance, or transport arrangement may affect timing. Family members should not rely on a calendar entry or verbal estimate as proof that custody ended. When exact time matters, request the maintained event field.
Rock County Community Transit has Luverne dispatch at 507-283-5058 and a general line at 800-992-1710 during published weekday dispatcher hours. Its official service page describes regional service, but it promises neither instant transport nor jail pickup. Arrange any trip in advance.
Note: Confirm the actual custodian and release status before planning travel between Luverne and Worthington.
Rock Release Versus Transfer
“Released locally” means physical Rock custody ended without a transfer. “Transferred to Nobles” means jail custody continued under the contract. “Committed to MN DOC” means state-prison jurisdiction began after conviction. “Under Supervision” in the DOC Locator means secure prison confinement ended but DOC jurisdiction continues. Probation is a court status and is not the same as prison supervised release.
Federal and immigration moves are also custodian changes. The BOP Locator covers sentenced federal inmates, not every USMS pretrial detainee. ICE's Online Detainee Locator covers only its own custody and a short recent-release period. A person may be out of the Rock or Nobles system but still held elsewhere.
