Locate Federal Custody Releases

To find someone released from federal contract or U.S. Marshals Service custody after a Rock County matter, identify the actual custodian and case stage first. Federal custody does not point to one Rock County facility. A person may be held before trial by USMS in a contract jail, serve a sentence in the Bureau of Prisons, or move between federal, county, state, and immigration agencies. The BOP search is useful for sentenced federal custody but is not a complete USMS locator. A federal docket, agency record, and receiving-system check may all be needed to prove community release.

Federal Custody Release Destinations

Federal custody is relevant to Rock County only when a federal arrest, charge, detainer, prosecution, sentence, or transfer applies. The physical facility varies. The U.S. Marshals Service manages federal pretrial custody and may place a detainee in a local or contract facility. The Bureau of Prisons generally controls sentenced federal confinement. A person can move from Nobles County Jail to USMS without ever becoming a normal BOP sentenced inmate at that moment.

Departure from a federal facility can mean community release, supervised release, transfer to another federal institution, return to state or county custody, or handoff to ICE. “Released” from one agency states only that its custody ended. “Not in BOP Custody” does not rule out USMS, state, local, immigration, or community supervision.

The correct record follows the custodian. BOP owns its inmate status and release-date data. USMS owns its prisoner-custody records. The federal docket supplies detention and release orders. A contract jail may own the physical movement timestamp. The receiving agency proves a transfer.


Confirm a Federal Custody Release

Start with the BOP Inmate Locator for a person who may have served a federal sentence. It searches federal inmates from 1982 forward by register, DCDC, FBI, or INS number, or by name with optional filters. Results can show the person's name, register number, demographic match fields, release date, and location or status.

Use a branching check:

  1. Search by a federal number when known, then confirm identity and the displayed location or status.
  2. Read Release Date with its status. First Step Act recalculations can make a date provisional.
  3. If the person is a federal pretrial detainee and absent from BOP, review the federal docket for the detention or release order and identify USMS or the contract jail.
  4. If a transfer appears, search the receiving state, county, or immigration system.
  5. For historical USMS movement data, submit a focused FOIA request for existing records.

A docket order is legal authority, not proof that custody staff completed release at that instant. A BOP status is agency-specific. A sound conclusion uses the federal order with the physical custodian's movement record, or a transfer record with a receiving-system result.

Important: BOP does not provide a complete public search for every USMS pretrial detainee held in a contract facility.

USMS Release Records

USMS has no general public historical release locator comparable to BOP. Its custody role often begins after a federal arrest or remand and continues through pretrial proceedings. The actual detention site can be a contract facility far from Rock County. Therefore a facility name, prisoner number, district, docket number, and date range materially improve a request.

The USMS FOIA process accepts a Public Access Link submission through FOIA.gov or a written request. Ask for specific existing prisoner-custody or movement records. State the full name and aliases, known identifiers, federal district and case number, approximate dates, and the release or transfer fields sought. FOIA does not require the agency to research, analyze, answer questions, or create a new record.

Privacy, law-enforcement, security, and active-investigation exemptions can limit disclosure. If the release order itself is the goal, use the federal docket or clerk. If the precise physical exit or receiving agency matters, ask the actual custodian. Keep those two kinds of proof separate.

Rock Federal Custody Chain

The Rock County chain can begin with Rock Sheriff records, continue through Nobles contract-jail custody, and then branch to federal authority. Rock creates the local arrest and transport record. Nobles creates the county-jail admission and exit record. The federal docket records the legal detention or release order. USMS or BOP creates the federal custody record. ICE creates a separate immigration record if a later handoff occurs.

This structure explains why a person may disappear from the Nobles roster without being free. A federal detainer can lead to USMS pickup. BOP may show nothing during the pretrial period. The docket may show detention, while the contract jail holds the movement timestamp. After sentencing, a BOP record may take over. At release, another hold can still direct the person elsewhere.

The Rock County release-search process begins with the county side of that chain. For a federal branch, preserve every booking, case, and register number. Do not merge records based on name alone.

Note: A Nobles exit to USMS is a transfer from county custody, not a verified community release.


Federal Release Date Limits

A BOP Release Date can be in the future or the past. The system warns that First Step Act calculations may affect dates. Court amendments, sentence credit, disciplinary issues, consecutive terms, and administrative recalculation can also make informal arithmetic unreliable. Record the screen date and exact field instead of promising an exit.

“Released” or “Not in BOP Custody” must be scoped to BOP. A person might be on federal supervised release, held by USMS on another matter, transferred to a state, returned to a county, or in ICE custody. Search another system only when the case or movement record points there. Broad guessing increases identity error.

The federal docket can show an order for release, detention, bond, sentencing, or revocation. Yet it commonly lacks the exact door-out timestamp. A direct movement record from the holding facility is stronger for that fact. When the legal order and custody status conflict, compare dates, allow for processing, and check for another hold.


Federal Custody Contact Route

Because the facility varies, no single local address or public counter applies. Start with the federal district and case docket. Identify whether USMS, BOP, a contract jail, or ICE last had custody. Then direct a narrow request to that office. Calling Nobles is useful only when the person was physically booked there before federal pickup.

For BOP questions, use the Locator and the listed institution or BOP records route. For USMS movement history, use FOIA. For a release or detention order, use the federal court record. For an ICE handoff, use the separate ICE locator and information line. Each system can confirm only its own part of the chain.

No Rock County federal detention center or fixed federal release desk was identified in the research. That absence is not a gap to fill with a nearby institution. Follow the case record to the real facility and verify before travel or a records request.
