A mugshot of a released Rock County inmate can be hard to find because Rock County contracts its jail custody to another county. The official live jail list displays a Rock County booking photo only while the matching entry remains current. After release or transfer, the durable path is a focused public-data request to the agency that created or keeps the image. A state corrections photo may also exist after a prison commitment, but it is a different image and record. These sources support photo discovery without treating an old image as proof of current custody.

Rock County Mugshot Public Records

A booking photograph is an image created during arrest or booking. Minnesota Statutes section 13.82, subdivision 26 defines that record and generally makes it public. An agency may temporarily withhold the image when access would harm an active investigation. Other limits can apply to juvenile, sealed, expunged, victim, security, or otherwise classified data. Public status does not promise that the photo will stay on a website.

For a Rock County arrest, the agency chain matters. Rock County Sheriff may create arrest, incident, temporary-hold, transport, or property records. A person not immediately released is normally transported to the Nobles County Jail, which creates the contract-jail booking entry, jail photograph, and later movement or exit record. A photo held by Nobles is not automatically a Rock Sheriff record, and a Rock arrest image is not necessarily the Nobles booking image.

Release does not erase the fact that a booking image was made. It does, however, remove the strongest reason for an entry to remain on a current-custody list. The official image should be read as an identification record tied to one booking, not as evidence of guilt, present confinement, release type, or sentence completion.

Identity matching is essential. Use the booking number, date, arresting agency, middle name or alias, charge, court file, and facility. A shared name is not enough. The photo should also be tied to its source and retrieval date because online records change.

Note: A DOC or registry photograph comes from a different official system and should never be labeled as the Nobles County booking image.


Rock County Live Mugshot Listing

The official Nobles County inmate listing displayed a booking photograph, name, booking date, charges, arresting agency, level or type, description, and a page-level last-updated stamp when researched. A Rock County booking can be recognized when “ROCK COUNTY SHERIFF’S OFFICE” appears as the arresting agency. The image is useful for matching the correct person while the entry remains online.

The roster is current-custody data. It does not provide a released tab, 24-hour photo archive, 72-hour photo archive, release date, release reason, destination, or bond-out time. Once an entry disappears, the page cannot tell whether the person reached the community, transferred to another jail, entered MN DOC, went to federal or ICE custody, or was removed because of a data change. That absence is not a release record.

The roster view connects Rock arrests to the contract jail, but its current-only design explains why a booking-photo request becomes important after removal.

The Rock County 24-Hour Release List page documents the absence of an official recent-release feed and the VINE, jail contact, and records fallback. Do not save day-to-day roster screenshots and present the difference as an official release gallery.


Rock County Mugshot App Gap

No official Rock or Nobles sheriff mobile app with a verified recent-release or mugshot feature was found. Rock Sheriff advertised an “RCSO Phone App” link, but the linked page returned a not-found response during research. That result proves only that the advertised page was unavailable. It does not establish what an app once showed, whether an app remains active, or whether it carried booking photographs.

This gap is significant because the Nobles web listing is current-only. Some counties preserve images in a verified app after a web entry changes, but no such local channel can be promised here. The official live roster and direct records request remain the reliable photo paths. If a future sheriff app appears, confirm its publisher, current store listing, privacy terms, record source, update date, and whether its photo is tied to live custody or an archive.

Social posts should also be treated as event-specific. A Rock Sheriff or Nobles Sheriff post may show a press image, evidence photo, or agency-supplied booking picture. It is not a complete released-inmate list. Read the caption and source before describing the image as a mugshot.


Request Rock County Booking Photos

After the current entry is gone, ask the agency that owns the image for existing public data. For a Rock arrest housed at Nobles, request the contract-jail booking photo from Nobles County Sheriff. A separate request to Rock Sheriff can ask whether it maintains an arrest or temporary-hold image. The Rock County release-record request path shows how those agency records fit the full custody chain. Do not ask one agency to produce another agency’s record or to create a new explanation.

  1. Identify the person and booking with full name, aliases, approximate dates, Rock County arresting agency, booking number if known, and court file number.
  2. Send Nobles County Sheriff a request for the existing booking photograph and any public field that links it to the named booking.
  3. If Rock may have created a separate arrest image, send a distinct request to Rock Sheriff for the image data it maintains for the incident or temporary hold.
  4. Ask for inspection or an electronic copy in the format maintained. Inspection of public government data is free under section 13.03.
  5. If access is denied or delayed, ask for the specific statutory basis. Section 13.82 allows temporary booking-photo withholding when release would adversely affect an active investigation.

Copy charges can reflect actual search, retrieval, reproduction, and transmission costs. For 100 or fewer black-and-white letter or legal pages, the statutory cap is 25 cents per page. An agency cannot charge the requester for separating public data from nonpublic data. No special local booking-photo price or fixed response deadline was verified.

For a state-prison image, use the MN DOC data-practices request route and identify the offender ID. Ask for the available identification photo tied to the DOC record. Label it accurately as a DOC photo, not as the county booking image.


Rock County Mugshot Secondary Sources

Third-party roster snapshots and news archives can preserve an image after an official current entry disappears. They are leads, not substitutes for the originating record. A mirror can copy the wrong person, retain a corrected charge, omit its capture date, crop away the source, or keep a photo after official access changes. No commercial mugshot publisher or data broker should be treated as authoritative.

Local news and agency press releases are selective. Their images may be booking photos, courtroom pictures, file photos, social-media images, or editorial photography. Check the caption, publication date, and credited source. If the image is described as agency-supplied, confirm which agency supplied it. News coverage cannot establish that every booked person had a public image or that the person remains in custody.

A state registry photo also has a narrow purpose and population. Minnesota public registrant and noncompliance searches do not cover all released people or all registrants. A match may support identity within that registry. Absence says nothing about an earlier booking photograph. The same limit applies to a DOC result that disappears after final jurisdiction ends.

When an official image and a secondary copy differ, preserve the official URL, retrieval date, booking identifier, and source caption. Ask the government record holder for a corrected or current copy. Do not infer that the unofficial version is newer merely because it is easier to find.


Rock County Mugshots After Expungement

Minnesota expungement usually seals records rather than destroying every copy. Automatic and petition routes depend on the case category, sentence discharge, waiting period, later convictions, and current law. Sections 609A.015, 609A.02, and 609A.03 govern those routes. An expunged case may become unavailable through MCRO, so a blank person search cannot prove that no case or booking ever existed.

Qualifying waiting periods measured from sentence discharge can include two years for petty misdemeanors or misdemeanors, three years for gross misdemeanors, four years for a qualifying section 152.025 felony, and five years for other qualifying felonies. Each path has added conditions. Offenses requiring section 243.166 registration are excluded from petition-based conviction-record expungement under section 609A.02, subdivision 4. The current statute and individual order control.

A sealing order may affect what an agency can disclose or display, but no currently enacted Minnesota anti-pay-to-remove mugshot statute was verified. Proposed legislation is not law. For an official image that should no longer be public, send the sealing order or data-correction request to the agency that hosts or maintains it and ask for a written decision. Private copies may raise different issues and should not be assumed to update automatically.
