Rock County VINELink Coverage
Minnesota VINE is free, anonymous, and available at all times through the state’s VINELink service and automated telephone system. It connects to Minnesota county jails. It does not connect to Minnesota Department of Corrections prisons. Rock County’s arrangement makes that boundary crucial: Rock has no county jail, so a person transported after a Rock arrest is commonly housed at Nobles County Jail.
Search for the Nobles booking, even though the arrest happened in Rock County. The live Nobles roster may identify “Rock County Sheriff’s Office” as the arresting agency. VINE then follows the county-jail custody event for that selected booking. It can report current custody status, custody facility, booking or facility ID, and scheduled-release information when available.
For a Rock County booking, VINE is a status and notification service, not a certified historical release record. It has no guaranteed retention period for a released result. A blank search does not prove there was no booking, that the person was released, or that a court expunged the case.

Begin with enough details to distinguish the correct Rock County person and booking. Full or partial names work, and an offender or facility ID is stronger when known. - Save the result time and source URL. Ask Nobles for the exact jail timestamp if VINE does not display it.

A release label is more informative than a missing roster name, but VINE still does not certify the jail’s release date, authority, or destination. Request Nobles’ maintained movement fields when those facts control the answer. The Rock County court file is the best source for the related bond or court order.
Interpret Rock County VINE Events
For a Rock County booking, Minnesota VINE separates normal, non-emergency, and delayed events. General release, release on court order, release on bond, escape, and record purged are normal event types in the official fact sheet. Unsupervised custody, work release, electronic monitoring, and system outage are non-emergency events. Transfer and death notices are delayed.

- The VINE record changed. This does not prove judicial expungement or erasure of all government records.
- Work release or monitoring
- Custody conditions changed, but the event should not be described as unrestricted release.
The official protocol delays a transfer notice until eight hours after the jail enters the discharge record and delays a death notice for twelve hours. Other county-jail feeds typically update every 15 or 30 minutes, but that cadence is not a firm processing deadline.
Register Rock County Release Alerts
Rock County release-alert registration begins after the correct Nobles booking is open. Account creation is optional. A registrant can choose phone, email, text, or an in-app notice. Select only channels that can be checked and keep the PIN in a secure place, since the same PIN is needed to change or cancel the registration.

- Enter the phone number, email address, or app destination requested by VINELink.
- Create a PIN for phone confirmation and later registration changes. Retain it.

- When a phone call arrives, enter the PIN to confirm receipt. Voicemail does not confirm the call.
- After any alert, verify exact timing and event meaning through Nobles data, the Rock court file, or the receiving custodian.
For normal phone events, calls may repeat every 30 minutes for 24 hours until the correct PIN confirms receipt. After an answered but unconfirmed call, later attempts may repeat every two hours. Rock County VINE-to-DOC Handoff
The local handoff is the most important Rock County VINELink limit. VINE can follow a detainee held at Nobles County Jail. It stops being the right prison-notification tool when a Rock court commits the person to the Minnesota Commissioner of Corrections and state DOC custody begins.
At that point, search the Minnesota DOC Locator by offender ID or name. Read the current facility or supervision status and each date label exactly. A secure facility means prison custody continues. A community or agent placement can show release from prison to supervised release, but the person remains under DOC jurisdiction. The Locator is not a permanent archive after final discharge.
For state-prison notifications, use Minnesota HAVEN through DOC Victim Assistance, not VINE. HAVEN is the state-prison notification route. This switch is required even though the criminal case began in Rock County and the initial jail stay occurred at Nobles.
Confirm Rock County VINELink Results
VINE does not cover federal sentenced custody, every U.S. Marshals pretrial detainee, or ICE detention. The Bureau of Prisons Locator applies to federal sentenced custody. A federal docket and the actual custodian may be needed for USMS detention. ICE’s locator applies only when immigration custody facts support that route. None of those systems should be searched merely because a person left the Nobles list.
When VINE and the roster disagree, compare retrieval times. Call Nobles at 507-295-5290 and ask for the public method that confirms the named booking’s end. For exact proof, request the release date and time, release authority or type, and destination or transfer agency, if maintained and public. Pair those movement facts with the Rock County court order.
Use careful language. “No longer appears on the current roster” describes roster-only evidence. “VINE reports bond release” describes the selected event. “Released to DOC supervision” describes a state status. “Transferred” should name the receiving agency when known. These phrases preserve the difference between a public data signal and a confirmed community release.
